Sezgin Ozbilgin is an Associate Director with Secretariat International based in Singapore. He has 12 years of experience in construction, diversified among complex building and infrastructure projects. Mr Ozbilgin previously gained practical experience working for various multi-disciplinary engineering practices in all aspects including design, tendering, site supervision and contract administration. He specialized in a variety of project control techniques for successful change management on ongoing large-scale construction projects. In particular, he obtained significant experience in the preparation and management of multiple schedules for a number of projects simultaneously.
As part of his consulting experience, Mr Ozbilgin has provided service to project owners, contractors and subcontractors in relation to major capital projects in both the public and private sectors. Mr Ozbilgin has worked on a variety of delay related matters such as baseline programme preparation, risk assessment and management; claim preparation and evaluation; and formal retrospective delay analysis for arbitration proceedings. In particular, he has obtained significant experience on large-scale oil and gas, subsea pipeline, mining, waste water processing facilities, transportation infrastructure and commercial/residential building projects. He has worked on projects in various countries and jurisdictions including Australia, China, Hong Kong, Macau, Vietnam, Singapore, Malaysia, Turkmenistan, Turkey, Oman, Saudi Arabia and Romania.
Mr Ozbilgin received a bachelor’s degree in civil engineering and a master’s degree in transportation engineering from Istanbul Technical University. He is recognized by Who is Who Legal in its 2018 Consulting Experts list under “Construction Delay and Quantum Future Leaders”.
