
Mr. Kling is a Managing Director with Secretariat specializing in providing advisory services and consulting to public and private sector clients related to construction cost reviews and audits, change orders and claims, quantum and damages analysis, project management and controls, project risk, process improvements, construction fraud investigations, and commercial and construction litigation on projects all over the world.
Mr. Kling has over 25 years of experience in the engineering and construction industry working as a professional engineer, licensed attorney, and as a construction consultant with a proven record of assisting clients in various capacities across the entire project lifecycle. He holds bachelor degrees in Civil and Architectural Engineering, a Juris Doctorate degree, and is Bar certified and a licensed Professional Engineer (PE) in two states.
