
Conrad Bromley is a Managing Director with Secretariat based in Dubai, United Arab Emirates. Mr. Bromley specializes in matters of quantity surveying practice including the valuation of damages, disruption and loss of productivity, variations, defects, and claims for acceleration and mitigation. His experience has been gained across a variety of sectors and has included projects in the United Kingdom, Europe, the Middle East, Africa, and Australasia. Mr. Bromley is Chartered Surveyor with over 20 years’ experience in construction and engineering internationally. He provides commercial advice on formal dispute resolution, claims preparation and contract administration services for clients across varied sectors, ranging from rail and mass transport to pipelines and marine wharfs. He is regularly appointed as Quantum Expert on complex domestic and international construction and engineering projects. He has been based in the Middle East for the past 13 years, working extensively on large-scale construction and engineering projects throughout the EMEA region. Prior to joining Secretariat, Mr. Bromley was a member of Expert Management Team that led HKA’s Expert Service practice in the Middle East & Africa. He holds an LLM in Construction Law & Arbitration, a BSc (Hons) degree in Quantity Surveying, a post-graduate diploma in Law, and a diploma in International Arbitration. He is a Fellow of the Chartered Institute of Arbitrators (FCIArb), a Member of the Royal Institution of Chartered Surveyors (MRICS), a Member of the Chartered Institute of Building (MCIOB), an RICS Certified Expert Witness, a practicing Member of the Academy of Experts (MAE), and an RICS Accredited Evaluative Mediator. Mr. Bromley is also Honorary Treasurer of the UAE Branch of the Chartered Institute of Arbitrators and an occasional arbitrator. He is an arbitrator panel member for ABTA and the Chartered Institute of Arbitrators ‘Business Arbitration Scheme’. To date, he has been appointed by ABTA as sole arbitrator on 25+ occasions.
