Associate Director
Fook Thim Chan is an Associate Director at Secretariat. Secretariat specializes in providing independent expert advice on construction projects in the areas of programming/scheduling (delay and disruption), contract review, programme assessment, cost/damages and productivity/inefficiency. Mr. Chan has over 28 years of experience in construction industry with his first 16 years as a project engineer and planning engineer on different construction projects e.g. housing, hotel, educational, infrastructure and rail before he spent the remaining years on contracts, project control and claims administration specializing in scheduling and delay analysis. Through his years of experience as a construction engineer and planner, Mr. Chan has developed a good knowledge of the construction & project management, scheduling, project controls and an in-depth understanding of interfacing and coordination of multi-trades in construction projects.
Mr. Chan’s field experience where he had worked on a wide variety of projects enabled him to appreciate the challenges faced in construction projects and better understand the types of contemporaneous progress records available in any typical construction projects. With an analytical mind and knowledge in the different delay analysis techniques, he has prepared successful claim documents for clients by establishing the cause and effects from the review of factual chain of events put together from the collated contemporaneous records. He has substantial experience in expert witness work where he has prepared expert reports and given testimonies in Singapore for numerous arbitration proceedings under SIAC and ICC rules. Mr. Chan has experience in the following sectors: highway, tunneling, energy, hospitals, high-rise commercial/ residential, education, hotel, theme park and reclamation works.
Mr. Chan has a degree in civil engineering from National University of Singapore, MSc from Nanyang Technological University and a graduate certificate in International Arbitration from National University of Singapore.
