Associate Director

Mr. Taylor has more than two decades of experience in railroad operations, engineering, and accident investigation, with expertise in train operations, track and infrastructure, derailment investigation, and U.S. and Canadian railroad regulatory compliance.

Mr. Matthew Taylor is an Associate Director for Secretariat Advisors. Mr. Taylor is frequently engaged in consulting matters involving derailments, railroad operations, track maintenance, and regulatory compliance. His work includes field investigation of accidents, event recorder analysis, inspection of railroad equipment and infrastructure. He regularly advises clients on compliance with Federal Railroad Administration (FRA) regulations and industry standards related to railroad safety, operations, and engineering.

Mr. Taylor has significant expertise in performing derailment investigations, track inspections, and geometry track inspection utilizing SolidTrack; implementing track renewal projects, including the installation of continuous welded rail; installing turnouts; conducting right of way surveying; and performing emergency track repairs and bridge repairs in response to washouts, rockslides, and avalanches. He has conducted mechanical inspections and has trained locomotive engineers and conductors regarding operating rules and safety.
Mr. Taylor is a locomotive engineer, conductor, designated supervisor of locomotive engineers, train dispatcher, and specializes in train make-up, track construction, train operations, and bridge inspections. He is also an experienced surveyor.

Prior to joining Secretariat Advisors, he was a Senior Consultant for Engineering Systems, Inc. Prior to Mr. Taylor’s consulting, he worked for White Pass and Yukon Route railroad, where he supervised, oversaw, and directed work in all aspects of railroad operations, ranging from the Mechanical, Transportation, and Maintenance of Way Departments.
