Dustin Bell is a Director in Secretariat’s Engineering Sciences practice with more than 15 years of experience in Railroad Engineering Operations.

Mr. Bell has more than 15 years of specialized experience in railroad operations, capital planning and budgeting, and maintenance of way/engineering operations.

He is frequently engaged as a subject matter expert in engineering-related disputes and investigations for railroad matters. He also has extensive experience leading internal investigations and hearings for labor relations and HR-related issues in the rail industry.

Throughout his career, Mr. Bell has held key leadership positions in the rail industry. He has managed multi-million-dollar operating and capital budgets, overseen field operations, and led track inspections, repairs, capital project work, state projects, and major engineering services work across large geographic regions.

For more than a decade, Mr. Bell was employed with a Class I Railroad that operated on the East Coast and in Canada. His tenure included progressive responsibilities, from union engineering roles to senior management, where he directed work crews and guided their efforts on maintenance programs, track inspections, records documentation, FRA track safety standard compliance, safety audits, and training staff level positions. He also collaborated closely with public entities on railroad operations throughout various communities.

As a Staff Engineer for the Class I Railroad, Mr. Bell oversaw operational and financial responsibilities for a fleet of CDL and non-CDL trucks, roadway maintenance machines, and equipment trailers across the region, and managed more than 900 employees. He also led manpower planning, truck/equipment planning, and contractor proposal reviews. His responsibilities included the design and implementation of safety audits, safety training, and operations planning for new managers.
