Digital Forensic Assessment of Peru’s 2026 Presidential Election Process

During Peru’s 2026 presidential election, Secretariat’s Arnold Y. Castillo was retained by a major political party to conduct an independent assessment of identified anomalies and determine whether the available evidence justified further technical scrutiny.

The engagement combined digital forensics, data analytics, and forensic document examination. Publicly available electoral data and selected electoral parameters were reviewed alongside voting patterns in certain remote and rural regions. The work included statistical anomaly analysis, open-source intelligence research, digital evidence preservation, and chain-of-custody procedures. A certified forensic document examiner also conducted handwriting and signature analysis.

The investigation identified multiple red flags and statistical inconsistencies. Based on their comprehensive analysis, the forensic team determined these findings warranted a more thorough technical examination of the National Electoral System’s technology platform, electoral records, and selected voting parameters.

The multidisciplinary approach enabled the team to assess the integrity of the available information and document its findings in a clear and defensible manner.
