Mr. Gaines is a Managing Director with Secretariat, specializing in consulting on construction projects in the areas of claim pricing and evaluation, cost estimating and analysis, delay and disruption, project controls, as well as other project management and dispute resolution concerns. Of his 20 years in the industry, the last 15 years he has consulted on a number of complex construction projects throughout the world. Mr. Gaines has provided expert evidence to adjudicators on multiple occasions and has worked with leading independent experts in construction disputes as well as contract negotiations. He has provided services across a wide range of projects, including airport, civil, transportation, power, chemical processing, information technology, commercial, residential, mixed-use, public education, higher education, and resort & casino projects.
Mr. Gaines’ experience includes preparation and defense of various types of financial damage assessments, risk and contingency investigations, change order evaluations and negotiations, as well as delay and schedule analyses. He has participated in mediation and arbitration proceedings, as well as supported litigation on a number of occasions.
