Stuart Allan is a qualified quantity surveyor and an RICS Accredited Expert Witness with more than 15 years of international experience in construction and engineering.

Mr. Allan specialises in quantum expert witness work for construction and engineering disputes, including the valuation of claims for damages in several jurisdictions, variations under standard and bespoke forms of contract, disruption, and acceleration. He is also experienced in final accounts, remeasurement and quantity surveying principles. His experience has been gained across various sectors and has included projects in the United Kingdom, Republic of Ireland, United Arab Emirates, Qatar, Kuwait, Saudi Arabia, Malaysia, Algeria, and South Africa.

Mr. Allan has acted as quantum expert and as lead assistant to the appointed quantum expert on complex domestic and international construction and engineering projects. He leads teams in relation to the resolution of high-value international arbitrations, matters referred to dispute adjudication boards, and matters referred to dispute review boards. Mr. Allan has assisted party-appointed experts, including appointments from employers, contractors and subcontractors. Mr. Allan has also assisted tribunal-appointed experts.

Mr. Allan’s portfolio of experience reaches various sectors, including airports, coal fired power stations, highways, oil & gas installations, carbon dioxide capture and injection facilities, large industrial plant installations, schools, housing developments, industrial buildings, hotels, and skyscrapers.

He began his career in construction contracting in 2007, working in various site-based and office-based roles before moving into consultancy work in 2015, and relocated to the Middle East. Based in the Middle East for the past eight years, Mr. Allen has worked extensively on large-scale construction and engineering projects throughout the EMEA region.

Mr. Allan is the Honorary Secretary for the Chartered Institute of Arbitrators in the United Arab Emirates.
