Troy Morgan, PhD, PE

Managing Director

Dr. Troy Morgan is a Managing Director in Secretariat’s New York office. He is a globally recognized structural engineering expert with deep expertise in the analysis, design, investigation, and performance assessment of structures subjected to conventional and extreme loading conditions, including earthquakes, wind, flood, earth movement, and explosions.

With more than 25 years of experience spanning design, investigations, and dispute resolution, Dr. Morgan has advised clients and served as an expert witness in mediation, U.S. litigation, and international arbitration on major projects involving high-rise residential and commercial buildings, healthcare facilities, airports, laboratories, LNG plants, petrochemical buildings, power stations, highway bridges, metro rail systems—including stations, viaducts, and tunnels—and other critical infrastructure. Across these engagements, he applies advanced analytical and evaluation methods to address complex civil and structural engineering challenges.

Dr. Morgan is also a recognized expert in seismic isolation and passive energy dissipation systems, with extensive research experience in the numerical simulation and experimental performance of innovative seismic protective devices. He applies this expertise within performance-based engineering frameworks, providing advanced analysis, design, and expert peer review for complex structures incorporating innovative structural systems, including recently developed modular construction techniques. He also advises the nuclear power industry on seismic risk to safety-critical structures, systems, and equipment, applying ground-motion selection and scaling, nonlinear analysis, and soil-structure interaction methods.

Since 2022, Dr. Morgan has served as an Adjunct Professor for the Department of Civil Engineering and Engineering Mechanics at Columbia University, teaching graduate level courses in forensic structural engineering and failure analysis.

Prior to joining Secretariat, Dr. Morgan was the Director of Civil & Structural Engineering at a major international scientific and engineering consulting firm. He has also held positions as Assistant Professor at the Center for Urban Earthquake Engineering at the Tokyo Institute of Technology in Japan, a post-doctoral researcher at the Pacific Earthquake Engineering Research Center and as a design engineer at Forell/Elsesser Engineers.

Dr. Morgan’s contributions have been recognized through honors including the SEAONC Excellence in Structural Engineering Award, the ASCE Western Regional Outstanding Young Civil Engineer in the Private Sector award, and the Best Paper Award from the World Congress on Joints, Bearings, and Seismic Systems. His academic distinctions also include the EERI/FEMA NEHRP Graduate Fellowship in Earthquake Hazard Reduction, UC Berkeley’s Outstanding Graduate Student Instructor Award and Clement T. Wiskocil Award, the SEAONC Giles Scholarship, and selection for the NSF Japan Summer Institute.
