Emelyn Martinez

Ms. Martinez is an Director of Secretariat International.  She has over nineteen years’ experience in the construction and engineering industries providing forensic delay analysis and claims management services and project and programme management to clients in the Middle East and internationally. She has claims and construction disputes experience in the UAE, Qatar, KSA, Iraq, Bahrain, Oman, Kazakhstan and South Korea on some high profile civil engineering, building, oil and gas and transport projects.

Prior to working in the consulting field, Ms. Martinez has worked both as a civil engineer and a planner on large construction projects gaining hands-on experience from the ground up.  As a civil engineer and planner, she has worked on many commercial, residential and leisure facilities in the Middle East focusing on the timely delivery of projects.  Ms. Martinez provides advice on planning and programming issues on major projects throughout the Middle East and is often appointed as the commission lead on many of the most complex and technically demanding claims assignments.  Ms. Martinez has also acted as lead delay analysts supporting testifying delay experts on numerous proceedings.

Ms. Martinez is also a lecturer and a trainer and has conducted several workshops and seminars to professionals within the Middle East region.  She was also the Section President of the Association for the Advancement of Cost Engineers International – United Arab Emirates (AACEI-UAE) Section in 2010 – 2011 and has made the section the “largest section around the world” during my leadership.

Ms. Emelyn received a degree in civil engineering from Bicol University in the Philippines and Masters in Law from Robert Gordon University in Scotland, UK.  She is a Fellow of the Royal Institute of Chartered Surveyors and a Member of the Chartered Institute of Arbitrators.
