A graduate of the United States Air Force Academy, Mr. Needham is a Director at Secretariat International. A former United States Air Force Contracting Officer (Unlimited Warrant), he has over 30 years of United States Government (USG) procurement and contract management experience. During his tenure with the Air Force, Mr. Needham was actively involved with Small Business Goals and worked closely with the Small Business Administration. Mr. Needham has extensive knowledge of the Federal Acquisition Regulation and Cost Accounting Standards. He also has significant knowledge and experience in working with Defense Contract Management Agency (DCMA) and DCAA staff. Mr. Needham has been involved in other audits and investigations and successfully briefed the Department of Justice on False Claims allegations and met with the Commission on Wartime Contracting regarding the procurement of living units for the war fighter in Iraq. He successfully assisted in preparation and presented cases to an alternate dispute panel comprised of SES level Department of Defense procurement officials. Additionally, he successfully managed and presented a DCAA Form 1, “Notice of Contract Costs Suspended and/or Disapproved,” response to the (DCMA) Administrative Contracting Officer.
